I don't understand what Cain has to offer beyond his "9-9-9" plan. What is he saying that has so many people interested in him, that suddenly he is a "top contender" in the primary race?
I'm actually really curious, because I can't take him seriously.

My Japanese alter-ego. Hey all this is Bartz btw.
He's the go-to candidate for Tea Party Republicans who feel that Perry has betrayed them on certain key issues, such as immigration. He'll end up a nobody at the end of the day, but he might contribute to the scales tipping in favor of Romney.
As for his appeal? Business experience, never been a part of Congress (lowest approval rating in history, remember), and answers questions in a clear, honest fashion. Not presidential material, but he caters to the conservative fringe.
Republican voters are unhappy with their field. Chris Christie can announce his candidacy today and immediately rocket to the top tier before falling a couple weeks later.

Cain is basically the perfect VP for whoever gets the nomination,
That would be Newt Gingrich. Actually, now that I think about it, Cain would be a dreadful VP candidate. No experience, prone to gaffs- he's a black Palin.
Would anyone honestly offer the veep to Gingrich? He seems like a slimy and reprehensible guy that people want to keep as far away from the presidency as possible. Who does Newt really appeal to?

Nah, I think Gingrich has a bit too much negative history to make it as a running mate. Give him a Cabinet position and let him go to town.

Tremendous amounts of experience, incredible public speaker, and he presided as Speaker over an economic boom. He's got lots of appeal. Yes, there's that blemish about his family life, but those things don't matter so much with VP candidates.
