did the creators of their respective works actually go all out and invent the actual languages, or did extremely hardcore fans invent the languages using the made up gibberish as a base?

Tolkien absolutely DID invent Quenya. It's incomplete, but still very developed and an absolute work of art. It's my opinion that it's way better than any of his books.

Klingon I dunno. I think it's official, but I couldn't tell you since I'm not a Trekkie.

I will give Tolkien this: As horrible, horrible, horrible as it was to read Elfspeech, his work on Quenya is fascinating, and it's exactly as beautiful as it's claimed to be in practice. It just doesn't translate to text well.

Tolkien was a linguist, that s*** was legit. According to the Klingon language wiki, Klingon originated as twelve gibberish words, but from that was commissioned into a full language.

These days, there are people commissioned to create languages pretty routinely. David J Peterson, who created the >3000 word Dothraki language for Game Of Thrones, has a pretty cool interview in wired.

The languages in LotR are all Tolkien's creation. The two most developed are Quenya and Sindarin are the two most developed, thus are the most talked about, but he also created at least 20 different languages. Sadly, most of his linguistic papers haven't been published, and therefore are probably in his son's posession, or lost.

But yeah, Tolkien's work is legit. He loved language and studied that crap as an early child. In fact, the reason he wrote in the first place was to give an excuse for the existence of his languages.
