Generally speaking though, OVAs usually have higher animation budgets because there is long breaks between releases.

anyways:

-Baccano is great and short.
-Giant Robots are always good. Look for Mazinger Z, Getter Robo, and Gunbuster(**** Diebuster though) and such.
-Black Lagoon is a fun ride
-Cromatie is the most "what the hell in a pleasing manner" thing ever
-Saint Seiya is a classic
-Code Geass. Because its stupid as all hell but is the most amusing thing to watch(if you were there)

and of course:

-Hokuto no Ken/Fist of the Northstar. Defines just what it is to be a MAN.

I love Kenshin but its filler grows to be unbelievably stupid at some points. Watch up until the end of the Kyoto arc, then abandon ship and read the rest in manga format.
