After a couple hours of Bioshock 2, I was sure that I liked the first game much more. The story was pretty dull starting out and there wasn't much that was new from the first game. However, by the time I got to Fontaine Futuristics I was having an amazing time, and the story had really hooked me (although never to the same degree as the first). The gameplay is completely improved from the first, and there is nothing like dual-wielding the machinegun and a level 3 plasmid.
The climax of 2 was great. A big problem I had with the first game was although you were given choice, nothing changed except a few scattered dialogues with Tenenbaum and the short ending sequence. They fixed this up a lot in 2 by giving the player choices throughout the game that had visible consequences and Persephone felt distinctly affected by the choices made earlier in the game. Persephone was much more exciting than the Proving Grounds in any case.
Although half of Bioshock 2 was pretty dull, I really loved the end. Too bad it didn't really have any wow moments like the plot twist in 1. I want to say I like 2 better, but 1 had so much better atmosphere and story.

Bioshock 2 really picked up towards the end and just kept the momentum going until the ending, which was really great. That is the one thing Bioshock 1 failed miserably at... everything after Andrew Ryan went way downhill really quickly.

I agree that Andrew Ryan was the high of Bioshock 1, and although the game went downhill afterward, it still maintained a good amount of momentum until the middle of Prometheus Point or so.

I don't know if I'm a minority here, but I don't really like "bosses" in FPS games. I'd rather have the finale be an intense firefight with multiple enemies. As long as the final gameplay sequence is climactic, I think that's all the matters. Bioshock 2 was good enough for me.
And yeah, I plan on getting Minerva's Den. I've only heard good things about it.
