9 > 10 is definitely a pretty standard opinion. I haven't played either of them but I suppose it's cool Capcom even bothered making more than one, but their heart wasn't as in it even working on a second one, so I guess I don't feel too bummed about a lack of 11.
I've never understood this at all. Mega Man 10 is my favorite Mega Man game ever, and I've been a fan of the series since the 80's. It has inspired level design with real care put into it, brilliant music written by pretty much everyone who's ever written Mega Man music, and really well designed, challenging boss fights (but different modes if they're too hard). There is nothing about it I don't absolutely love. The only way I can make sense of the hate for it is that people are blinded by nostalgia for the old games and can't fall in love with a new one.

This didn't stop me from enjoying 9! In fact, 9 is my favorite game in the whole series! And I played 9 and 10 back-to-back, so I wasn't exactly waxing nostalgic for 9 when I was playing 10!
Really, 10's got good level design and good robot masters (screw you, Sheep Man haters!), but the iffy music and subweapons bring it down. It's good, but it's not 9 good.
I do like 10, but I think 9 definitely lessened the impact of 10. 9 was pretty amazing, because it was, like, THE new Mega Man game. Plus, I personally think 9 has the best Mega Man soundtrack. I like 10 and while I like what they did with the soundtrack, it didn't have the same energy as 9 did. I really love the Achievements system in 10, as well as a lot of the levels.
Also, I remember something you said about 10's weapons, where they utilize the "powerful, but difficult to use" mechanic for most of them. While I do like that, I feel like too many weapons follow that kind of style. Plus, there's something really nice about 9's really overpowered weapons, even though it kind of takes away the difficulty of Mega Man.
Oh, and for the record: 3 > 2 > 9 > 10 > 5

The one thing it doesn't really have going for it is about half the weapons aren't that great. Thunder Wool is a contender for worst MM weapon of all time. Though really, this is true of most MM games; 9 was more the exception than the rule with its godlike weapon set
Maybe try playing on Hard Mode if you're not already?

It's his 25th anniversary this year, they said they're doing something for that. Otherwise from their comments it sounds like they don't want to rush into immediately doing something with Mega Man, they want to make sure they do it right.
