I'll make this real direct:

-Why did they end it as if it were a series finale, yet implied they were aiming for 6 seasons and a movie?
-Who was that black dude Chang was spying on? Where the hell did that come from?
-Why are they acting as if they all are done with college now? Isn't this their canonical 3rd year?

I think there was something else weird in that ending montage too, but I can't remember right now.

The black dude Chang was spying on was the dean of City College. He's had a fued with Greendale for a while and he was the one who orchestrated the paintball war in season 2.

At the time they made the episode they had no idea if they were going to get a fourth season, and it was looking pretty grim, so they did what a lot of shows do and make an episode that COULD be a series finale if they needed, but has added enough plot points that they can go back and easily continue it if they get another season.

In November/December, NBC announced that Community would be going into hiatus with no planned comeback date, even though filming the rest of the season would continue. A lot of these episodes were filmed while Community was off-the-air without even knowing it would come back to television. And while the last few episodes probably were done with at least a few episodes aired in spring, they still were not sure and maybe even not expecting to come back because Community's ratings suck (even though things like Hulu and DVR exist and the Nielsens are a backwards ass form of surveying). It's a series finale just in case it is.

Dean of City College. He's been in a few episodes, most notably the paintball two-parter at the end of season 2.

I don't think they are.

I'm not sure where you got this from, other than it having a series finale vibe. They never said they were done with college, though.

They were actually all filmed during the hiatus. Small tidbits of the last couple episodes were used for the trailer to promote Community's return.

The story that I heard about Starburns is that the actor (who is actually also a writer) asked to be written out of the show. I guess that last scene was just a little joke, since they thought they may not return for season 4, but I doubt he'll be showing up again.

Starburns' actor said he would have returned if Dan Harmon, his friend, asked him to. But since Harmon was fired the way he was, he has no intentions of acting on the show again.

Yeah, Starburns is definitely not coming back, and there is a chance that him as a writer won't be coming back either. He's been going off on a rant for the last few days ever since he found out Dan Harmon was axed.

And if he doesn't, he's really not going to play Starburns anymore. One of the tweets was something like "Starburns wasn't officially dead but now he is. **** Sony and **** NBC"

After his Twitter rant, I don't think Dino Stamatopoulos could come back as a writer even if he wanted to.

He mostly makes stuff on Adult Swim (like Moral Orel and Frankenhole). Besides helping on Community, he isn't they type that would create shows or write for shows that would make it onto network television or get picked up by a large production company, so it's not really a big loss for him anyways.
