Like, I tried three times to clear the first tutorial. I'm not even losing, it's just that my canons aren't shooting anything when I click on it and my infantry seem more interested in shuffling around while firing off a shot every 5 seconds instead of actually all firing at the enemy. >_> As a result the AI's troops are just wandering around while my troops either do nothing or shoot so slowly that the infantry regens faster than I damage them. Did I just become functionally disabled or is this game actually this unresponsive? I can't believe they'd let people play it for free if it was actually like this.
Maybe they're still working out a lot of issues and this is in essence a beta test?

Empire was a pretty bad game that seriously made me concerned for the future of the Total War series. I didn't play Napoleon, but since it's based off of Empire, I'm not surprised you're having the problems you are.
That said, Shogun 2 was EXCELLENT. Best. Game. Ever. tier in my book

Napoleon is one of my favorites! The campaign is awesome, just loses points for lack of re-playability.
About your problem, did you just follow the tutorial's instructions? I just quickly replayed the first tutorial and had no problems...you are right clicking the enemies? There's really no other aspect to that tutorial. Maybe making sure your units are facing the right way? Or maybe the steam version has some bugs I don't know about.
