From what I can tell, it is a Flashback.

Essentially, the writer wanted to show why Eren and the rest of the group was able to have essentially years of downtime, with no interruptions from an invading army, to prepare for battle. They did this by setting up this war that we had never heard about until now. It explains where Zeke and Reiner have been.

So it's a flashback, but not, because it's technically happening concurrently to the events that we saw before, with Eren and Gang killing off the rest of the Titans on their island.

As best I can tell, yeah. Do a timeskip to get rid of the pesky "Roaming Titans" for a while. But that would beg the question why the Marley weren't setting up a full on assault to get Eren's Titan Power. This war gives them that time. Marley couldn't afford to open up a second front and turn their back to the Middle East Union. So they needed Reiner and Zeke there to finish the attack. Now that that's out of the way, and they see the writing on the wall (that is, The Armored Titan being able to be pierced by normal artillery), they have to refocus on getting the Founder's Power back.

Mind you, I think there's already too many characters in this Manga. So them throwing in about another 5 randomly in the Marley Army, all of which look somewhat similar to characters we already have, is silly.

Okay thank you so much. Like literally last chapter it just randomly popped in new characters in a war we have no idea what the fuck is going on. It was a stupid transition on the mangaka's part. Not to mention his art style makes the characters look similiar to one another. It would've been nice to do a simple exposition or something.

No, it's not flash forward, it's just a timeskip where the narration is on a different cast of characters. They're going to put the focus back on the Paradis (the island that Eren and the crew are on) in the next chapter. But Flaming is correct in the reason why there's a timeskip was to buy our heroes time to rebuild their infrastructure and develop the resources to take on Marley when they return to try to capture Eren.
