One of my local channels starting showing old episodes again (for a long time they only showed episodes from the past 3-4 years). Whenever an episode would come on I'd find myself saying "all right; it's THIS episode!" ..Then I realized that statement could apply to basically every single episode of classic Simpsons.

The Simpsons peaked at season 8 and remained good up until season 10. After that it seemed to increasingly get worse with good or memorable episodes drying up.

From season 2 until around the time that Phil Hartman died, yes. Some people attribute the decline to a change in producers, but when Phil's characters lost their voice, the show lost a significant amount of charm whilst gaining a void that the writer's couldn't efficiently fill. But, back to the point, I agree that back then--during Classic Simpsons--the show's quality was top notch.
