It would make no sense to include areas that are not part of cites as part of cities.

Canada's a weird place. Totally! The ruling party of BC is the Liberal party, and they're conservatives! The Conservative Party of BC is completely irrelevant, with less support than the BC Greens, even though we had a decade of Conservative Party rule at the national level. Burnaby is slightly younger and politically has a history of supporting progressive social democrats. I wanted to vote Vancouver. I feel like that would be an awesome place to live. Climate seems like I'd like it and I'd rather live in Canada than the US.
