I can only tell you that everything played fine on the 360 when I played it years ago, but I imagine TF2 is dead on both consoles these days.

Hook your computer up to a TV! They all have gamepad support. Steam recognizes the DS4 as a Steam controller now as well, with reconfigurable inputs.

the big advantage for the pc version is 1) mod support, 2) you can actually play tf2 if you decide you want to try it

Performance is always better on PC if you have the hardware. In this case, the required hardware is a toaster so yes, it's much better. Getting the Orange Box on consoles is like getting StarCraft on N64. (Okay, maybe not THAT bad.)
