Not seeing how this is a problem for you. If he tries to physocally take them money from you, call the police. If not, don't give it to him. If he doesn't pay because you don't give him half, he's the one going to court, and "the passenger wouldn't pay his half" will not fly.

I had this situation happen once where I was the driver. My friend asked me to drive him to physical therapy when his knee was hurt, I drove. Went home. Came back. Was taking him home and for some reason you aren't allowed in the right lane of this road from the hours of 430 to 530 and I didn't know.

My friend, who was a police officer, said that one time he stopped a driver for speeding (he claimed the driver was driving +20 over the limit). When he was writing the ticket he realized that the passenger didn't have his seat belt, so he added an additional $162's on the ticket for the driver.
If it was a case like what my friend described, it would make sense for the driver to ask for you to pay for the ticket since technically they did a fault.
