And we've never seen him fight seriously (i believe he never fougt king piccolo and just went straight for the sealing)

Roshi was holding back in DB. Tien was where he realized he was surpassed. DB Super is such garbage.

Roshi still trained in secret. Thats not too unbelievable. He never actually retired or anything. He probably realized there were ways to get stronger after watching the others and realizing he could reach new levels.

I think people underestimate Roshi. His powerlevel was taken when he was relaxed. At full power he is at least strong enough to blow up the moon and was able to fight off Freiza's (modern, no doubt incredibly weak) army.

I don't think he's Nappa or even King Piccolo level, though. He made it quite clear in the 23rd tournament that he was long outclassed. He may be stronger now, but I doubt by much.
