I was watching this one anime and the girl was blocked and when she tries to call his boyfriend, it says she was BLOCKED. WTF?

Yes, I've seen it happen sometimes on NicoNico live-streams. Instead of having your message appear, a red notification would appear on-screen, indicating that someone who has been blocked has commented on the broadcast. It goes something like, ">>128は誰にも 見えない コメント だよ。"
