well it wasn't totally under water but the original Xcom 2 game "Terror from the Deep" had battles on the sea floor where your soldiers were in dive suits and had underwater guns

I read a little bit.. it says something like = The game takes place in 14 diverse underwater locations, ranging from the Bermuda Triangle to Antarctica

Maybe not the same but the Silent Hunter series - you're a captain of a submarine in WW2, so as you can imagine 99% of the game takes place in the ocean and various waterways.

Also, technically Treasure Cove! >_>.

Subnautica is made by Unknown Worlds, the people behind Natural Selection 1 and 2 which to this day remain entirely unique FPS/RTS hybrids, their portfolio in game development and support is p. strong imo.
