When Net Neutrality became a thing Verizon sued the FCC arguing it did NOT have the power to enforce those rules under Title I. Verizon WON that lawsuit. The judge said if the FCC wanted to properly regulate ISPs they would have to classify them under Title II. That's what the last time this was brought up was about: Should we move them to Title II or not. And we did. And it worked out fine. Comcast, Verizon, and AT&T can decide which websites and services can be throttled, and which can be charged a premium. You like Wikipedia? Comcast can say "hey, pay us an extra $5/month to access Wiki and other educational websites." Verizon can say "Netflix hurts our cable sales, so we're going to throttle your access to Netflix so it will only load in SD or not even load at all." They will be able to choose what you see on the Internet and how you see it. I'm still confused. There are sites you have to pay for and there are different levels of bandwidth at different prices. How is it going to change? If I don't pay 5$ a month I can't access Netflix. Right now, I have 75mb/s internet but I could have more bandwith if I paid more. Isn't it the same thing? Not quite. You pay Verizon for 75mb/s. Right now, as long as Verizon is under Title II, they are not legally allowed to say, lower the speed of Netflix to only 1 mb/s. Or prevent you from reading Wikipedia. Verizon can sell you all sites at lower speed, or all sites at higher speed. But they can't pick and choose which sites go at which speed. All or nothing. Under Title I the FCC is legally incapable of enforcing those rules. Which means your ISP could charge you for the internet piece meal. Want porn? Extra charge. Want Wiki? Extra charge.
