1998:
Zelda: Ocarina of Time
Metal Gear Solid
Half-Life
Pokemon Red/Blue

2001:
Grand Theft Auto 3
Halo
Metal Gear Solid 2
Smash Bros. Melee

This is honestly a very tough matchup, although I probably like the games in 2001 better, you can't deny that all of the games in 1998 redefined their respective genres and setup franchises for many sequels which would build upon the mechanics established in these games. 2001 by comparison only has GTA 3 which redefined open world games, whereas MGS2, Melee and to a lesser extent Halo improved upon existing games.

Goldeneye was the first popular console first person shooter

Most shooters that were developed over the last 15 years were mechanically evolved from what halo CE did. There isn't any shooters that is close to goldeneye/perfect mechanically. That's a very outdated way of playing shooters. Great for it's time though.

I think StarCraft could push out Metal Gear Solid in the top 4. I loved MGS1, but I think StarCraft had the bigger impact on gaming.
