He very firmly opposed WW1 intervention at a time where the population was split but most people didn't want to get involved.
And he tried to promote (admittedly hilariously blatantly destined to fail) peace between the European nations At the same time he boomed the nation's economy by creating enormous industry while not openly going to war. You mean compared to Kaiser Wilhelm II and Nicholas II Compared to which he was no saint, he was as morally gray and out for his nations own interests as much as they were.
