It means stay off their ass, so you have time to avoid something that might fall off, or rocks that kick up won't do nearly as much damage.

If it's a dump truck with dirt/gravel heaped over the brim and not tarped down then that's illegal to have it overfilled and some sticker doesn't absolve them of responsibility

But in most cases I see those on large trucks that just have a higher tendency to throw rocks off the road and that's something that can't really be helped

pretty sure it's a way to scare you, you can always call and tell them you have the license plate and will contact highway patrol if they don't pay for it
then again, i'm in florida where windshields are free with insurance

It's just a scare tactic. The truck / company is responsible for any hazard that falls off the truck regardless of whether or not it actually breaks your windshield.

You can't write "not responsible for broken windows" on a brick and then throw it into a sony corporate office.
