You can still apply for citizenship if you came to America illegally.

I know someone who illegally came here as a El Salvadorian Refugee and filled out the papers and has been an American citizen for years now

Actually there are laws for doorstep babies, which Clark basically was. If you find an abandoned baby you can legally adopt it without medical information. And since he was adopted by American citizens, Superman is indeed a legal citizen.

Because the writers just want Superman to be a mouthpiece for their pet politics, they don't care about the facts of the matter or what Superman actually stands for.

I came in to say this. He's not a citizen of any one country, he represents all of Earth.

With that being said, I assume Clark Kent is considered to be an American citizen. So I mean in a way, Superman is an American citizen.
