From what I've read it really depends what you do with the new taxes. Like...sure, if the government put that money into a bank account and took it out of the economy, yeah, of course that would hurt the economy.

If the government takes that tax money and spends that money on business development, then...nah, the net effect is basically a wash.

Military spending can have some positive effect on the economy, but it is fairly inefficient.

Personnel tends to have a positive impact and be quite efficient--giving jobs to 18-year-olds is quite good for the economy.

But buying overly expensive jets that aren't worth flying is very inefficient. (Some profit for the business which makes the jet, and maybe that business hires more workers with that money, or maybe not).

At this point, the military can't add jobs without like...a draft; they're short of people signing up, not lacking money for new employees. So additional money tends to go to less economically efficient places, like jets that nobody will fly.

If you wanted to you could make a revenue neutral carbon tax (in fact, there was recently a group of Republicans elder statesmen that proposed something like this that returned the money to the American people through a tax credit or something; I'm sure you could figure out a scheme to return the money to businesses instead if you really needed to to not "wreck economic progress"). The crucial point is that carbon emissions have an additional cost that is borne by the entire world instead of just the company emitting, so that by letting companies emit however much they want freely you're distorting the market towards artificially cheap dirty technology.
