Personnel tends to have a positive impact and be quite efficient--giving jobs to 18-year-olds is quite good for the economy. But buying overly expensive jets that aren't worth flying is very inefficient. (Some profit for the business which makes the jet, and maybe that business hires more workers with that money, or maybe not). At this point, the military can't add jobs without like...a draft; they're short of people signing up, not lacking money for new employees.
