I was able to completely depopulate Vespucci Beach in GTA V (PC version), simply by standing there. That wasn't the surprising part. The game was forced to load in assets like surfboards and beach towels and umbrellas, when I briefly checked the in-game internet, and paused the game shortly (both lasting less than a second). Still nobody on the beach however.

Maybe in the next 10 years, there will be dynamic populating of assets, instead of instantaneous, with AI going to, or coming from a particular location based on time of day, or something similar to that. The Elder Scrolls and Fallout games are not the same, due to the way that AI is predetermined as to what tasks to accomplish, and what way the AI solves them. What I mean is semi-random AI generation of NPCs that fit the areas, and, without any way to force assets in, would have the NPCs fill that role instead, stay and do related things for a set amount of time, and leave.

However, the only games I have seen with that kind of AI determination are theme park simulators and Cities: Skylines (with the largest cities in that game handling more than 100,000 NPCs with set homes, educations, jobs, interests, health, death rate and criminal activity).

Maybe for a game like GTA 10 years from now (if such a genre is still viable), if it is not too taxing on the hardware, maybe allow for AI to behave that way.
