There's literally nothing Max can do to Dio. Plus Max's rewind doesn't work if she gets blindsided... like when she gets drugged by Jefferson. The World is many times faster than a bullet. Do the math.

Max can probably kill any other character with no time/space warping abilities though.

No, Max can actually kill a lot of the main characters who are simply human by constantly rewind-teleporting herself behind them with a gun and shooting them with the barrel to their head. She'll have to know to do exactly that beforehand though since she'll be oneshot by anyone if taken by surprise herself.

Actually, wait, she has to pause and let time flow a bit each time she teleports which wouldn't work the majority of the time since most stands are faster than bullets so she likely has to sneak up from behind to do that too.
