Like Galactus the guy that you have to be frequently told isn't a super villain so he doesn't qualify on these lists

He's generally considered a super-villain and marketed as such, given that he primarily shows up in antagonistic roles.



However, there are characters far better known than Galactus who could be on that list. Doctor Doom -- one of Marvel's best-known villains -- is obviously the first name to jump to mind. However, Thanos has had multiple MCU appearances now. Ultron was the subject of an Avengers film which cleaned up at the box office. And, of course, you have Norman Osborn/Green Goblin.
