Probably the same reason tourists want to go to Pier 39, alcatraz and Lombard Street when they come to San Francisco. I've been to the pier maybe a dozen times in my life and most people that have visited San Francisco have spent as much time on Lombard Street or alcatraz as I have. People go to see famous things even when locals avoid it.

Go there once or twice as a tourist, then avoid it at all costs because you don't want to deal with the incredibly clogged and slow moving sidewalks.

Also I highly recommend Canal Street in Lower Manhattan for all counterfeit goods.
