except it doesn't use the dynamic IP your computer was assigned

it uses the static one your ISP assigned your modem.

However, at the same time, some ISP's DO give Dynamic IPs to the routers themselves when they're rebooted. It's less common these days, but still exists. Most will acquire the same IP address from the ISP when rebooted, but not always.

I worked for Comcast a few years ago. If I recall, their policy is to hold an assigned IP for a customer if they disconnect for a few days, but if they don't reconnect within a certain timeframe their IP will go back into the available pool. If the person reconnects after that point, they are given a new IP. There are also ways to force a refresh.

You can, but the bigger ISPs tend to keep track of requests and typically won't do it more than once in a long period of time.

I can change my IP address by resetting my modem. This is how I evaded IP bans from online games such as san andreas multiplayer and uh a few others, but I did it the most on SA-MP. I'd use this sweet fucking hack called s0beit and go on roleplay servers, get in a car and get behind a random roleplaying driver and hit the R key, which was default for the Warp cheat, which would basically propel you at light speed for a split second, so if someone is in front of you their car instantly drops to zero health and goes flying lmfao

i legit accidentally got someone else banned once by doing that. i sent his car in the air, aflame, and some admin dick was driving by, saw him, didn't ask any questions just assumed he was hacking and flying around and banned him. bwahahahaha i'll never forget that

There's a happy ending, though. I always eventually got caught, in fact that was the goal of every new evade account, but on that particular one there was a standoff between the admins and me before the ban, prob b/c i'm so good at drama and acting, anyway during said standoff i told them about the guy they banned and i hope they unbanned him but who cares anyway lol it was funny

a lot of people don't understand why i randomly post huge walls of text, but i wonder if you will see what i'm doing here. basically i've totally defeated you; i refuted your point with evidence and then told a short story that was loosely-related to the subject matter, overwhelming you with pointless information that you know you couldn't stop yourself from reading.
