Exactly I think they believe that if a woman were to make an accusation and not enough evidence can be obtained to go to trial then the prosecution would then charge her.... People have been charged for falsifying rape accusations in the past, one of them is bound to have been a charge against an innocent person. People have been charged for falsifying rape accusations in the past, one of them is bound to have been a charge against an innocent person.
