The bunny outfit belonged to Oolong. I can't remember why it was the only thing available for Bulma to wear though.

Actually I think Bulma's clothes were simply dirty and Oolong didn't wash them both because he stayed up all night trying to fend off Yamcha and Puar and because he wanted her to have to wear the bunny clothes.
