Both, but I wouldn't call him "stupid". Just some things he does sometimes. For example, him carrying around a wad of cash and asking a little girl if she's rich. But in his fairness, there's been plenty of reports of him giving random workers $100 dollar bills, etc. when he sees them working. So that may be a reason he's carrying it around.
