The store is operated by this Filipino guy. The store next to him is operated by a foreign black guy. They stand outside their stores and just chat for hours, while drinking what looks to be a cooler full of Coors Light (might be Diet Pepsi, it's a silver can, that's all I can tell). It's like a foreign version of King of the Hill.

Neither store seems to get much business. But Murphy's law has rule here. When the Filipino guy walks away, for who knows what reason, it seems there is always a customer that pulls up, goes to enter the store (which clearly has a lit open sign), just to find that it's locked. They either get mad and knock on the door, or they just awkwardly leave. Eventually the Filipino guy returns and is none the wiser that he had a potential customer.

The black guy gets more business so he's more regularly busy, but the Filipino guy honestly loses more business by his inattentiveness than he actually serves.

Also important to note, the black guy does nothing to help the Filipino guy. He doesn't interact with the potential customer, and it doesn't look like he tells the Filipino guy that he missed a customer.

Do you have any idea what kind of stores they are? I'm curious if they're competitors, related business, or completely separate.

I won't specify the exact type of businesses they are, but I will say that they aren't related. One's business doesn't threaten the other.
