When was this? Gen 5? Because Gen 4, 6, and 7 Lugia is still pretty much the king of tanks with this last gen being the only it has ever really been in serious contention. I skipped Gen 5's Uber meta though so maybe there? ThougH I can't imagine it ever being bad enough to actually be even considered for OU contention when Ho-Oh never was and it was inarguably worse than Lugia. It was when Kyogre still reigned so either Gen 5 or early Gen 6. I remember it was because Lugia was deemed to have no offensive presence in a meta that was very offensive so I'm pretty sure it was early gen VI where Mega Gengar existed. It wasn't a serious contention though, just a jab at Lugia, kind of like people making fun of Reshiram and Palkia now. Hmm, I didn't join sixth gen meta until it had already formed completely but I never recall anyone doubting Lugia's superiority as a tank in Ubers when I was playing.
