If it's the normal 616 universe Cap, the paragon of kindness and virtue, then he'd be completely okay with it.

If it's the Ultimate "random army grunt given peak abilities then plopped in the modern day" Cap, then he'd probably be anywhere from ambivalent to icked out by it.
