It's really hard to feel bad for them if something bad happens.

Maybe they don't have anywhere to go?
Or they don't have the money to go?

Or their houses aren't made of cardboard.

I think there should be a way to tell who is financially capable of leaving but chose not to. They should be the absolutely last people rescue services try to rescue unless they have kids, and if they do have kids they should be put into foster care with someone responsible.

I do feel bad for anyone that dies though, regardless of the situation.
