If you truly think it's all about context, etc. etc. why not just go ahead and say it? You clearly want to be able to say it so badly - I wonder why?

Cause so many of you excuse it away when someone else says it and are quick to point out it doesn't necessarily mean you're racist, so go ahead and let it fly if you feel so strongly entitled to saying it.

Anecdotal, but Ive seen white people say it without issue.

But in an amusing twist of fate, no white person Ive met who can "get away with it" would be the kind to complain about "not being able to say it".

Tbh even if the "social ban" on racial slurs was lifted, I'd have no reason to use it. Was never part of my vocabulary. >_>
