Because they still know what they're money is going to and what their ads are airing on whereas with YouTube if they don't go out of their way to target specific channels for advertising, they just get thrown around wherever and it's hard to target enough specific channels for a mass media campaign.
Where has YouTube has literal racist, and other shitty people that are eligible for monitization and can have it for awhile even if they're breaking the ToS before they get shut down.
Plus there's a lot of political channels and such as well which certain advertisers/companies have always avoided. Spend awhile watching CBS/NBC/Fox ect and seeing all the big as campaign's currently in circulation, then flip too CNN or Fox News and many/most of them will not be there, it'll be different ads.

It's too hard to target band association online so it is sense that many companies feel put off by that.
