Sally and Anne both have a covered basket. Sally places an egg in her basket and then leaves the room. While Sally is out of the room Anne takes the egg and puts it in her own basket, and closes both baskets.

You're asking a different thing in the poll and in the post.

In both cases, though, I'm going to guess Anne's basket, because Anne closed Sally's basket after she took the egg (which Sally apparently didn't do). Sally would then have reason to suspect someone tampered with her basket and thus accuse Anne. What happens to Anne after this depends on whether or not Sally chooses to press charges, has witnesses to the event, as well as what the local laws are regarding petty theft.

We'd need more details, really. Are the two girls friends? Does Anne have a history of doing stuff like this? Is Sally observant enough to notice that a basket might be closed instead of open like she left it?

More importantly, why would she look for the egg? Wouldn't she just assume it was in her basket?

tbh, in a lot of areas, cops don't even bother doing something because it's a lot of added paperwork. They'll just restore the property then warn Anne. It's only different with shoplifting because businesses are involved. In fact, a lot of time they won't even restore the property. They'll just tell you to go to small claims court to settle it.
