If by low income, you mean having kids they are unable to support---

It's because our government (and basically the people in this country allowing this to continue) are providing conducive circumstances and environments for them to continue having children. Largely, it's not some "mistake" or "accident", especially when it's your 2nd, 3rd, 4th, or 5th child. At that point it's just becoming obvious they're having kids because they know the government will pay for them.

I refuse to believe liberals who go around saying, "There's not enough awareness and sex education!"---Do you honestly believe a 25 year old who is on her fourth kid doesn't know how sex works? Give me a break.

The whole system needs to be radically redesigned and change to curb this behavior. It's outlandish.

This. If middle class couples are so wary about having children because of what it could do to their finances, then poor people logically should be even more terrified. Instead they have more babies than anyone.

The more kids you have, the more chances you have of one of them growing up and becoming rich and bailing you out! :D

They're already pretty high to begin with. And liberal policies do tend to want to increase taxes. They're also, in some areas, attempting to redirect taxes paid in one city to "disadvantaged" cities under insidious guises. Essentially theft, or a more kinder term "taxation without representation".

These communities where children are born at high rates and paid for by Uncle Sam often put an extreme amount of strain on law enforcement, infrastructure, emergency services, social services, hospitals, businesses, insurance companies for theft and vandalism---everything. It drags down the whole city and area, ultimately the country itself, and is a very nasty cycle.

It's not that they can't afford to have kids, they can but their kids won't grow up in luxury. It only looks like they're too poor by comparison to self centered selfish westerners who feel like unless they make 6 digits of money a year, they can't be bothered spending money on a child.

where do you live where a 25 year old has 4 children

I see it around my neck of the woods (Alabama) occasionally. Usually breaks down like:

16/17 - First Kid
19/20 - Second Kid
23/24 - Third Kid
25/26 - Pregnant with fourth kid

Section 8 housing and they get food stamps. The more kids, the more food stamps. Also more reason to have housing provided. Even better if you can get disability money of some type. Usually they will have to work on the side to have a 'nice' life but this is a path in life that is 1) totally legal; and 2) actually respected in society, since hey, you're raising a freaking family.

I personally have had no experience with government subsidies but in my girlfriend's Hispanic family 3 out of 4 of her sisters fleece the government for food stamps and disability money, plus the section 8. One of the sisters basically had another kid with a random dude when her first kid was about to turn 18, probably on purpose. Now she's set for another 15 years or so. And they didn't get apartments, they got HOUSES. And it's all above board.

The great food stamp overhaul made it difficult to sell food sramps from a card. We had to drive to the grocery store with the people we were going to buy other things from. It sucked as they were usually inclined to sample their own goods before going over the limit.
