To be fair, acid attacks *are* more often a Muslim or Hindi thing so I can kinda understand his stereotypical assumption.... and wait, where is this "scaffolder" quote coming from? Because it's not mentioned in the article and the attack just happened. In fact, the only basis for it being a white suspect is the claim that it's not being investigated as a terror incident

Otherwise, there's an article discussing the rise of acid attacks in the UK
http://www.npr.org/sections/parallels/2017/08/06/541209398/acid-attacks-on-the-rise-in-the-u-k

Shah says two-thirds of the victims in Britain are men while, globally, most are women.

"The global pattern is very much males attacking young women and girls, relating to rejected sexual advances or marriage proposals or dowry-related attacks," he says.

But most of the attacks in the U.K. are random and are often connected to robberies or gang violence. Many of the perpetrators are in their teens.

It's happening because it's a cheap and effective way to do what they want to do.
Blowing things up isn't scaring people as much as it used to.

In general, I'm just surprised that something like acid is unregulated in the UK.

They don't sell it, but you can make it.

The NPR article mentions you can just buy it:
He says assailants use acid today for many of the same reasons as they did in Victorian times: "It's easy to purchase, there's no way of tracing payments if you pay by cash, and they know the likelihood of being charged for carrying acid is very remote
