Fantastic in Arrow, pretty good in Rebirth, really inconsistent in the old DCU. Even in his own series in the 90s, he would erratically change motivations and personalities at the drop of a writer.

Hampered a little bit by a few bad portrayals throughout the years, but at the top of his game, he's one of the most dangerous characters in the DC universe and one of the most potentially nuanced in the right hands (aka Priest). An excellent portrayal in Arrow also nets him some bonus points.
