I haven't watched The Office yet, but I've heard a lot of what made Parks and Rec weak early was its inability to distinguish itself from The Office. If a straight man's job is to not be funny, he was certainly good at that, but I just couldn't pin down who he was a person or what the writers wanted me to think of him. Thinking back on it now, he's just a disinterested bureaucrat who's in it because it's a job, which I guess was supposed to contrast with Leslie's religious devotion to civil service.
