There are moral and ethical reasons that some people didn't try to go down the race-baiting dog-whistle path that Trump did. It's not just a matter of them not being smart or clever. Often he does things that get in the way of his own objectives. You can point to any distraction he causes or red meat tweets he sends out as him "changing the narrative" or something like that, but it hasn't made it easier for him to govern.
