Hey, that's not fair. It was more of an attempted genocide. Species 8472 managed to get through it. Also given that the borg was the Federation's mortal enemy it could probably also be considered a form of light treason.

Inferior and bad are not synonyms. Voyager happens to also be bad, yes, but not because it is inferior to The Next Generation. It is bad on its own merits.

No they didn't promote Janeway for bringing mercy to the monstrosity that was Tuvix. They did however build a 50 ft. statue of her at starfleet academy to commemorate the incident.
No Janeway was promoted do to new diversity laws and regulations in starfleet.
