Two things:

1. The types of preparation needed for the two are entirely different.

2. Natural disasters occur by themselves and will happen no matter what; "man made" ones are deliberate choices people make to harm others. Suggesting that cities always need to be prepared for the latter makes it sound like we need to accept that people are always going to try (and succeed at) harming innocents.

I asked a yes or no question, and you replied yes for one type, it's different for another. The obvious meaning is that you think no to the second.
