There are many things that the government can cut spending for in order to make room for social programs. Also, the government can limit funding for those things while using tax brackets that benefit low income people more so than wealthy people. Basically, the government's role should be to distribute the wealth in a way that gives poor people a chance, but from there the government shouldn't be too active in spending money nor should they regulate the free market that much.
