Yu Yevon could theoretically remake Sin out of any Aeon, but non-Final Summonings are much weaker, so it makes him a little easier to deal with (with the added bonus that it won't kill Yuna, although you can tell by her face that it clearly takes a toll on her).

As long as there are Fayth alive then Yu Yevon can possess them and grow into Sin. It's less like Yuna is summoning new hosts for Yu Yevon at the end and more like she is sending the Fayth so they are finally dead and can rest.
