After dark, Mr. Moore rallied supporters in this rural area of southeast Alabama, a near-certain trove of Republican votes. Mr. Jones, who spent his weekend appearing with prominent black Democrats, campaigned in Birmingham and Montgomery, Alabamas two most populous cities, to try to energize urban and African-American voters who would be central to a Democratic victory.

These are the voters who will vote democrat... go out to try to convince the rural places that Moore isn't a good candidate.

The African American percentage of Alabama is about twice the national average and the last poll I saw showed Moore only had 80% of their votes, while in most states the Democrats typically get 90% or more.

Because even though the black vote will go overwhelming in his favor, that's useless if black voters don't actually show up. He isn't trying to court new voters. He's trying to convince people he knows will vote for him to actually vote.

Basically this. And unfortunately being the bible belt there's still a handful who will vote Republican for Jesus or whatever
