Okay, I'll fucking spell it out for you. Again. I don't have the answer. So far, nobody does, as evidenced by the fact that nothing has been done. The difference here? all it requires is a basic knowledge of North Korea's history since the Korean War.

~20% of the North Korean population was killed during the war. it was flattened.

since then, the US and South Korea have maintained an active presence on the border, and routinely carry out military actions.

in response, NK announced that it was pursuing a nuclear weapons program.

in 1994, Bill Clinton signed the Framework Agreement: US stops hostile military action; NK stops weapon production. by 2000, NK had not developed a weapons program.

then Bush took office and immediately violated the agreement, stepping up militarization. NK resumed its weapons program.

in 2005, they agreed to give up their weapons program for a non-aggression pact. Bush tore the agreement to shreds, so they continued developing weapons.

China and North Korea tried again ; Obama wouldn't even look at the agreement. NK continued developing weapons.

it's extremely clear what North Korean policy is: they'll keep developing nuclear arms as long as the US and South Korea continue threatening military actions. Trump's policy so far has been... increasing aggression.

Anyone who thinks the North Korea issue is complicated and impossible to solve diplomatically, doesn't have the slightest clue about the history.
