Topic title is a bit misleading. They simply refused to hear the case, rather than let it go through and ruled in favor of it.

That's a pretty sensationalist headline. Not taking the case =\= upholding the lower court decision.

Anyway, I am unaware what the repercussions of refusing to hear the case are. Does that mean the lower court's ruling stands or can they theoretically bring it up to them again?

That, and the lower courts dismissed the case as not being allowable in federal court because those suing weren't affected by the laws, meaning they didn't actually rule on the case at all. Clickbait title ftw

It would have to start over, with different legal reasoning than what was ruled.

In this case, people actually negatively affected by the law would have to file suit in state court, and work their way up.
