Actually, white America is probably more similar to mainstream Russian culture. That's not to say that we don't enjoy Hispanic culture and what they bring to the table, but there's more to culture than just what you named your city.

Entirely separate phenomenon. Radio stations play Spanish music because of the Spanish-speaking populations in those areas where such radio stations are a thing. Yes, perhaps that music is popular among white Americans but they're not necessarily the target audience.
