No, the US has three anti-ballistic missile defense systems intended for ICBMs and the message that was sent out was through a local government system not even a military system.

If it were real, way more nations would have had indications and you're assuming they would all keep this under wraps.
A nuclear missile launch would also be the easiest justification to attack North Korea that we've ever had - even China said they would not do anything if North Korea instigated conflict. There are other ways to test a system without... actually utilizing it, or sending the "not a drill" version of it. Why does everything have to be a conspiracy? I don't think there was any malicious or hidden agenda behind this.
In reality what happens is systems get developed and function how they're supposed to function and no one ever says "hey maybe this function should be on that screen instead of this screen" because everything is working how it should, until something like this happens, and then someone says "what can we do to prevent that from happening again? I believe it was a mistake. They just tested some alarm/horn system a few months ago that hasnt been used since the 60s or something like that. They were telling everyone over the news, social media, etc that it was just a test so people dont panic.
